What is a Unified Development Code?
A Unified Development Code (UDC) is one which combines elements typically found in a locally administered Zoning Code with those found in locally administered Subdivision Regulations. While Zoning primarily regulates the use of land across a community, Subdivision Regulations provide various safeguards, design controls, and infrastructure specifications particular to situations involving the division of property.
Why is the City of Oxford pursuing a UDC?
The last major update to the City of Oxford's Zoning Code was in 2003. Since then, several piecemeal amendments have been made which have been largely reactionary to ongoing issues or trends. In 2023 the City adopted a significant update to its Oxford Tomorrow Comprehensive Plan, which recommends modernizing development regulations to more effectively further goals for an accessible, sustainable, and economically thriving city.
Is the UDC effort the same as Oxford Today?
While an overhaul to local development regulations is a major component of the Oxford Today effort, it does not comprise the entirety of the effort. The Oxford Today process originally began in the Fall of 2024, planned to comprise not only the creation of a new UDC but also Oxford's first-ever Historic Preservation Plan as well as an update to the City's Historic District Design Guidelines. The two historic components continue to move forward as planned.
Who is taking the lead on this effort?
The City of Oxford is partnering with consulting firm McKenna Associates to realize a new UDC that can shape a better tomorrow in the Oxford community. Overall, the municipality is coordinating the effort in-house with outreach for professional help as appropriate. Additionally, a small working group made up of 3 Planning Commission members has been formed to provide guidance throughout the process, as well as to call upon other outside voices whenever needed.
How can I stay up-to-date or possibly contribute?
The City wants to ensure the formation of a new UDC is as transparent as possible. This website will serve as a central location for new documents and updates to be posted, so it is advisable to check back frequently. Refinements to communications may be made as the process continues to take shape.
